Luis Cruz is a seasoned technology leader with over 20 years of experience delivering mission- critical software projects across the public and private sectors. As the founder of UpgradeGovTech, Luis brings a unique combination of enterprise IT expertise, government contracting experience, and operational leadership.
Before launching UpgradeGovTech, Luis served as Director of Software Implementations and Director of Operations at On Point Technology and Catalis, where he led large-scale SaaS deployments for state workforce agencies nationwide. His leadership helped deliver multi- million-dollar government systems, significantly improve customer satisfaction (including a 40%+ NPS increase), and streamline complex workflows.
Luis holds a Bachelor of Science in Computer Engineering and is currently pursuing an MBA
from the University of Illinois. He is a certified Project Management Professional (PMP) and a
passionate advocate for responsible, people-focused technology.
